Can You Use Gardz Over Paint. Once the primer is dry, then start painting over wallpaper. Never tried gardz on painted wood but i have used their peelstop to seal doors and woodwork over not so stable existing paint that would peel off with your fingernail.
But i don't want any adhesive problems either. Generally, painting directly over wallpaper glue is not recommended. Gardz is more of a sealer, with glue like consistency.

After repairs, and all dusts removed, use a conventional latex primer. Sometimes even years down the road humidity will do it. Gardz is more of a sealer, with glue like consistency.
Generally, Painting Directly Over Wallpaper Glue Is Not Recommended.
Gardz is a latex primer that is formulated to go over damaged walls and wallpaper adhesive. So far it looks like it works well, but time will tell. It's clear and doesn't do much to prime.
Apply A Full Coat Of Primer!!
You can try painting over it, but again it's clear, so no help with covering stains or discoloration. I am thinking that the pva would give me a finished white surface to look for imperfections and a chance to repair before final paint. Do you think i should put a coat of pva primer over the gardz before final coat of paint?
Consider A Tinted Primer If Final Color Is Deep Or Bright.
After applying primer to the wall, you can barely tell where the torn drywall paper was! Tinted primer on the wall starting to dry. Once the primer is dry, sand again and then skim a thin coat of joint compound over the wall, sand again, touch up j/c as needed.
Then Prime The Walls With A Latex Primer.
Keep in mind paint tends to make imperfections more noticeable, not less. You can try painting over it, but again it’s clear, so no help with covering stains or discoloration. Allen isaacs, jan 3, 2021.
